The White House and Department of Energy expanded the Genesis Mission with more than $5 billion in federal commitments, while OpenAI pledged Codex and API support for researchers working on AI-enabled science.
The U.S. government is turning the Genesis Mission from an Energy Department AI-for-science program into a broader federal mobilization. The White House announced more than $5 billion in federal commitments on July 22, and DOE separately named the first 278 selected projects across national laboratories, universities, companies, and nonprofits.
OpenAI is one of the private AI providers attaching concrete resources to the effort. Its contribution is not a new public model release, but it is a material platform-access change for researchers: Codex credits, API support, selected early access, and specialized capabilities for eligible scientific teams.
Genesis Mission moves beyond DOE
The White House framed Genesis as a national mission for AI-enabled science, with more than 15 federal agencies contributing funding opportunities, datasets, research facilities, and awards. The shared technical layer is the DOE-built American Science and Security Platform, which is intended to connect researchers with data, compute, and AI tools.

The specific commitments include $4 million in Codex access for roughly 2,000 researchers at national laboratories and universities, plus $3 million in API support for two large-scale scientific campaigns.
OpenAI also says participating researchers can receive up to $10 million in API usage for $2.5 million spent. Selected national-laboratory researchers working on eligible biology projects may get access to GPT-Rosalind's specialized bioscience capabilities, while trusted national-laboratory leaders may receive early access to selected models and features.
The strongest developer-facing implication is not a retail usage reset. It is institutional access: agentic coding, reasoning models, and API credits are being positioned as infrastructure for research teams working inside federal science programs.
