OpenAI is expanding ChatGPT Ads to 31 European markets next week, including Germany, France, Spain, Italy, the Netherlands, Austria, Sweden, and Norway. The rollout changes the default experience for users on ChatGPT’s Free and Go plans; Plus, Pro, and Enterprise subscriptions will remain ad-free, according to OpenAI.

ChatGPT Ads reaches 31 European markets

OpenAI began testing ads in the United States in February and says the European expansion is its largest market rollout so far. Advertisers will initially enter through OpenAI’s Ads Solutions team, agency partners, and technology partners. Self-service access through Ads Manager is planned for later this summer.

The company says the program is aimed at moments when people are researching, comparing, and deciding. Its current tools include CPM and CPC bidding, conversion optimization, geo-targeting, custom audiences, the OpenAI Pixel, a Conversions API, and third-party measurement integrations.

What changes for European users

The immediate consumer impact is plan-dependent. Free and Go users may see clearly labeled ads, while OpenAI says Plus, Pro, and Enterprise users will not. OpenAI also says ads will stay separate from ChatGPT’s answers, advertisers will not receive private conversations, and the company will not sell customer data to advertisers.

The rollout is scheduled for next week rather than described as a completed deployment in every market. NL Times independently reports that users in the Netherlands are expected to begin seeing ads during the week of August 24, matching OpenAI’s timing and market list.

The important qualifier is targeting

OpenAI describes conversational context as an advertising signal: users explain goals and constraints instead of entering only keywords, and marketers can reach them during discovery and comparison. That gives the product a different placement from conventional search ads, even though OpenAI says the ads do not influence ChatGPT’s answers.

The company’s privacy promises leave practical questions for the rollout. Users and businesses will need to see how personalization controls work in each market, which ad formats appear, how measurement integrations handle data, and whether the European launch differs from the United States pilot.
